A 22-year-old man taken into custody for a parole violation allegedly shot his arresting officer three times outside the police station then fled the scene, all while still handcuffed.

The manhunt continued Monday morning for Koby Lee Francis, and the 32-year-old officer, who has not been publicly identified, remains hospitalized in stable condition, according to the Pittsburgh Post-Gazette.

Francis was arrested outside a McKeesport residence around 4 p.m. Sunday for violating a protection from abuse order issued barely an hour earlier. Officers confiscated a gun from his car, where he was found, but no other weapons were discovered when they searched him as part of the arrest.

While being transported to the McKeesport police station, Francis was “combative” and kicked out a window of the police car, according to the Allegheny County Police Department.

When they arrived at the station, the officer opened the police car door to take Francis out, at which point he pulled out another hidden gun and fired, hitting the cop three times in the neck and torso.

Surveillance footage from outside the station shows Francis fleeing the station on foot with his hands handcuffed in front of him. Officials said he had originally been handcuffed with his hands behind his back, but it’s unclear how he manipulated the position.

Francis is described as a black male, 6′2″ tall with a thin build, black hair and black eyes. He was last seen wearing a black hoodie, camouflage pants and black shoes with white soles. Anyone who sees him is asked to call 9-1-1 immediately, as he is considered armed and dangerous.

Anyone with information is asked to call the Allegheny County Police Tip Line at 1-833-255-8477.

Upon apprehension, Francis will be charged with criminal attempted homicide, flight to avoid apprehension, aggravated assault and violation of the Uniform Firearms Act, according to officials.
